May be your admin as blocked the privileges.You should get a account with enough privileges.

Try this:

1.run->control userpasswords2
2.Add new user
3.set your password.
4.Try adding your self as administrator or Standarad user.
5.reboot and login with the account you created just now.
You should be able to access the command now.Hope it works.
